L.O. Lynch Well Drilling & Supply submits application for Weber Valley Heights Assn. Owner address: 44135 Perryman Lane. APN: 571-030-037 (RS 53/47 lot 3). Physical address of well: same as owner — Perryman Lane. No mention of 44100 Ginger Circle.

Physical Address of Well: 44135 Perryman Lane. APN: 571-030-037-0. Signed by Charlene Robbins. Ordinance 682's 6-month void clock starts this date — permit void if work not completed by approximately August 27, 1990.

Well Drilling Commences — Post-Permit, Pre-Easement

Well drilling starts approximately April 1990. Note: Ordinance 682 requires permit before commencement, and permit 16245 was issued Feb 27, 1990 for Perryman Lane — not Ginger Circle. Separately, permit 16245's 6-month void clock is running.

April 12–13, 1990

Campbell Grant of Easement Signed — Names Individual Grantees, Not WVHWA

Charles and Joann Campbell sign Grant of Easement (notarized April 13, 1990, recorded May 24, 1990 as Document #191167). Grantees: 10 named households. "Weber Valley Heights Water Association" is not named. The Reeds are not named (they did not own the property). Easement covers a 30-foot circle at the well site, Parcel 2 RS 53/40.

Lynch Well Invoice #90-276 — APN 541-040-002-0

Invoice from L.O. Lynch Well Drilling & Supply, Inc. (Contractor's License No. 375497). Sold to Weber Heights Water, 36040 Happy Hill Lane. Attention: Paul Klausing. Location: APN 541-040-002-0 — note "541" not Reed's APN "571-040-002." Specifies 400-foot depth, 7-inch bore. Total: $6,213.50.

Permit 16245 Becomes Void Under Ordinance 682

Six months from the February 27, 1990 issuance date. Well drilling is still ongoing. Under Ordinance 682's void provision, permit 16245 becomes void at this point. The well will not be completed until December 5, 1990.

November 19, 1990

Mechanics Lien — Backdated to January 1990

Weber Valley Heights Non-profit Association records lien claiming January 1990 as date of service. Well drilling did not commence until approximately April 1990.

December 5, 1990

Well Completed — After Permit Void Date

Well Drillers Report shows completion December 1990. Depth: 600 feet. Work took approximately 7–8 months from commencement. Permit 16245 was void under Ordinance 682 before this date.

June 13, 1990

Permit 16672 Issued — F.L. Hutchins, 44240 East Benton Rd.

Entirely separate permit for F.L. Hutchins' private well. Driller: A&B Water Well Drilling. Depth: 200 feet, completed July 25, 1990. No connection to WVHWA or APN 571-040-002.
