This file is the central permit document. It contains multiple versions of the Permit 16245 record and resolves the permit number question raised by the 2024 DEH inspection (which references "Permit #29371" — that corresponds to WP0029371 in the state well numbering system, which cross-references to County Permit EH16245).
Original application (p.1): Dated February 26, 1990. Owner: Weber Valley Heights Assn., 44135 Perryman Lane. Driller: L.O. Lynch Well Drilling & Supply, Inc. APN: 571-030-037, annotated "lot 3 - RS 53/47" — this is the Perryman Lane parcel (APN 571-030-037 = 44135 Perryman Lane, the St. Pierre/Franko residence). Physical address of well is marked "same as owner's address" — 44135 Perryman Lane. No mention of 44100 Ginger Circle.
Original permit (p.3): Well Drilling Permit No. 16245, issued February 27, 1990. Physical Address of Well: 44135 Perryman Lane. APN: 571-030-037-0. Signed by Charlene Robbins for L.O. Lynch Well Drilling, Inc.
Amended application (p.5): Marked "Amended" at top left. Same CK#397/Permit#16245 notation — same permit number. APN now shows 571-040-001 (annotated "lot 2 - RS 53/40"). Address of well changed to 44100 Ginger Circle, Hemet CA 92544. Note: APN 571-040-001 is still not Reed's parcel — Reed's is 571-040-002. The amendment attempts to transfer the permit to a different parcel by changing both the APN and the well address on a document bearing the same original permit number.
Well Drillers Report (p.2): State DWR Report No. 353936, marked "Well #2 — Duplicate Driller's Copy." Local Permit No. 16245. Depth: 600 feet completed. Work started approximately April 1990, completed December 5, 1990 — approximately 7–8 months. This is significant: Ordinance 682 voids a permit if work is not completed within 6 months of issuance. The permit was issued February 27, 1990; if the 6-month clock ran from issuance, the permit became void in approximately August 1990 — before the well was completed in December 1990. The Well Drillers Report does not specify 44100 Ginger Circle or APN 571-040-002 as the location — DEH's association of this report with the subject property is an assumption not established by the document itself. Additionally, the well described in this report (600 ft depth) is located approximately 150 feet west of the 1985 Grant of Easement well location — these are two distinct wells.
Permit 16672 was issued June 13, 1990 to F.L. Hutchins for a well at 44240 East Benton Rd., Sage CA. Driller: A&B Water Well Drilling, Inc., 42041 Avenida Alvarado, Temecula. Depth: 200 feet, completed July 25, 1990. This is F.L. Hutchins' private well — it has no connection to Weber Valley Heights Water Association or to APN 571-040-002.
This file also contains the original Permit 16245 documents (pp.4–5), confirming again: original application lists 44135 Perryman Lane, APN 571-030-037. No Ginger Circle, no APN 571-040-002.
The archive therefore contains records for two distinct 1990 wells: (1) the well under Permit 16245, disputed as to location and voided by the 6-month completion rule; and (2) the Hutchins well under Permit 16672, a separate private well unrelated to WVHWA.

The complaint letter (p.2) states the well at 44100 Ginger Circle was drilled after May 1, 1990 without a permit, that Permit 16245 was issued exclusively for 44135 Perryman Lane (RS 53/47 par 3, APN 571-030-037), and asks: "Where is any legally issued paper trail for such a transfer of permit #16245?" The letter also states the well is operating via an illegally run 220v power source originating on APN 571-040-004.

This is Greg Reed's authored analytical document asserting that Best Best & Krieger's Exhibits B and C, submitted in their June 22, 2016 letter, are forgeries of the original DEH permit documents. The document contains several independently verifiable exhibits:
BB&K letter, June 22, 2016 (pp.2–3): Steven M. Anderson of Best Best & Krieger, File No. 29880.00000, representing Weber Valley Heights Water Association. The letter claims the 1990 Campbell easement runs in favor of the Association and that "the Association applied for and obtained a well drilling permit from the County of Riverside in 1990." Attaches application and permit as Exhibits B and C and states "the Association is the owner of the well, not the Reeds."
1990 Grant of Easement — BB&K Exhibit A (p.5): Document No. 191167, recorded May 24, 1990. Grantor: Charles and Joann Campbell. Grantees named are: Paul and Esther Klausing, Pat Kessler, Robert Franko and Deborah St. Pierre, Leroy and Janice Smith, Don and Sue Leuschen, Ronald and Alicia Leuschen, Earl and Adele Blackwelder, Gilbert and Norma Gaston, George and Mary Harris, Darren and Susan Moore. "Weber Valley Heights Water Association" is not listed as a grantee. The Reeds are not listed (they did not own the property in 1990). Easement covers a 30-foot diameter circle, Parcel 2 RS Book 53 Page 40. Notarized April 13, 1990 by Angela Rene Pallireto.
BB&K Exhibit C — alleged forged permit (p.10): Purports to be Permit 16245 but shows Physical Address: 44100 Ginger Circle and APN: 541-040-002 — not 571-040-002. Reed's actual APN is 571-040-002. The transposition of "541" for "571" is identified as an error introduced during the alleged alteration.
Lynch Invoice #90-276, April 23, 1990 — BB&K Exhibit D (p.12): Sold to Weber Heights Water, 36040 Happy Hill Lane. Attention: Paul Klausing. Location: APN 541-040-002-0 (again "541" not "571"). Specifies drilling to 400 feet depth, 7-inch diameter bore. Reed contends the actual well on his property is 600 feet deep — inconsistent with this invoice. The invoice also uses two different typefaces for the numeral zero in the APN field, annotated by Reed as evidence of alteration.
Matt Riha DEH email — Exhibit 7 (p.20): Matt Riha, MRiha@rivcocha.org, December 6, 2012, 4:54 PM: "Hi Greg Within our data base and files, a permit to construct a well on this parcel is not available. Thank you, Matt." This is a DEH written confirmation — predating the Olney admission by 11 years — that no permit for APN 571-040-002 exists in DEH records.

Ryan Olney email, December 20, 2023, RE: CO0089023: "permit on file shows the wrong APN." Written DEH admission — 11 years after the Riha email confirming the same fact.
Effective December 31, 1989. Section 3 requires a permit before well commencement. The permit void provision requires completion within 6 months. Permit 16245 was issued February 27, 1990; work on the well under that permit was completed December 5, 1990 — approximately 9 months and 6 days after issuance. Under the 6-month void provision, the permit became void before the well was completed.
